Description: This surrogate is intended to allocate emissions for EIC 33031801100000 NATURAL GAS TRANSMISSION LOSSES. This EIC is for area source fugitive emissions from natural gas transmission and distribution systems. It was previously allocated with surrogate 214 Gas Distribution. Surrogate 214 only allocated to transmission pipelines and compressor stations. This update adds in allocation to housing areas which represent the service/connection portion of the emissions inventory.
