 "description": "<DIV STYLE=\"text-align:Left;\"> This surrogate spatially allocates emissions at landfills from the area-wide source category that are estimated at the county-wide (GAI) level. Information regarding landfill location developed by Larry Hunsaker (CARB) was used as an initial starting point. 2012 estimated CH4 emissions were used as a weighting factor. Facilities were compared with point source locations in the 2012 CEIDARS and any landfills already reported in the CEIDARS were removed to avoid double counting.  An updated Landfills surrogate has been developed however for historical purposes and to account for landfills that may have operated in the past, the 2012 version continues to be archived.<\/DIV>",
